Belagavi Smart City Limited (BSCL) (the “Facilitator”), hereby invites proposal from reputed bidders to Design, Finance, Manufacture, Supply, Install, Test, Commission, Operate and Maintain Rooftop Solar PV Systems for 25 years and execute Power Purchase Agreement (PPA) with HESCOM on Net-Metering basis for selected Government Buildings of Belagavi (hereinafter referred to individually as the “Project”).
The Selected Bidder (hereinafter referred to as “Developer”) shall have to enter into Power Purchase Agreement (hereinafter referred to as the “PPA”) with HESCOM and also a Tri-Partite Agreement (hereinafter referred to as the “Project Development and Implementation Agreement/PDIA”) with Building Owner (hereinafter referred to as “Authority”) as One-Part and Belagavi Smart City Limited (hereinafter referred to as “Facilitator”) as Second Part as provided in Volume-II.
The Developer shall be responsible to evacuate the power from Rooftop Solar PV Power Plant to Grid as per the Net Metering scheme.
Technical Criteria:
Bidder in his name should have in the last five years i.e., 2014-15 to 2018-19, satisfactorily completed at least one similar work of value not less than Rs.80.00 Lakhs as prime contractor.
OR
The bidder should have designed, supplied, erected and commissioned as a Developer or Contractor, Solar Photo Voltaic based grid connected power plant(s) of cumulative installed capacity of 470 kWp or above in the last five years of which at least 235 kWp should be Grid-Connected Rooftop Solar PV Power Plants. Each Rooftop Solar PV Power plant shall be at least 10 kW or above.
Financial Criteria:
Net Worth: The „Net Worth‟ of the Bidder should be at least of Rs. 80 Lakhs for the last Financial Year (2018-19) and shall be profit making organization during 2018-19.
Bidder/Consortium should have in the last five years i.e., 2014-15 to 2018-19, achieved in at least two financial years minimum annual financial turnover of Rs. 2.30 Crores (Rupees Two Crore Thirty Lakh only).
