Chief Engineer Electy., (Operations), Corporate Office, GESCOM, Kalaburagi, invites bids from the eligible bidders to Design, Manufacture, Supply, Installation, Testing & Commissioning of Solar RTPV Grid connected power plants on the Roof-tops of GESCOM office buildings and Substations 2442 KW for 245 Sites of Koppal, Raichur , Kalaburagi, Bidar & Ballari Circle of GESCOM jurisdiction including operation & maintenance for a period of ten years.
Qualifying Requirements of the Bidders:
- Proposals can be submitted by an individual firm, Joint venture (JV) or consortium of companies.
- The JV can be between two companies located in India.
- Bids may also be submitted by joint venture/Consortium firms (having not more than two partners with one partner as lead partner).
- The Bidder/JV should be Manufacturer of PV modules/ Inverter or an approved SPV channel partner of MNRE or System Integrator.
- The bidder should possess valid Class-I license issued by the Electrical inspectorate of Govt of Karnataka/Central Inspectorate organization of Govt. of India/ other state Govt. In case bid submitted joint venture firm, any of partner should possess valid class-I electrical license.
- The Bidder should have PF, ESI, GST, Labour License issued by competent authority and proof of such registration shall be enclosed along with the bid.
- The Bidder shall furnish the Guaranteed Technical Particulars (GTP) of all the components of Solar RTPV systems along with the bid.
- The Bidder shall furnish relevant IS / IEC test certificate as applicable for PV Module (Solar panel) , Solar Inverter (PCU) and Bi directional Net Meter.
- The Bidder/JV/Consortium should have installed at least five works of grid connected Solar RTPV/ Solar PV systems of minimum total 400 KWp pertaining to any DISCOMs or public utility department during last five years i.e, 14-15,15-16, 16-17, 17-18 & 18-19. OR
- The Bidder/ JV/Consortium should have installed a single work of Solar RTPV/ Solar PV systems of minimum 1 MWp pertaining to any DISCOMs or public utility department during last five years i.e, 14-15,15-16, 16-17, 17-18 &18-19
- The Bidder shall have a minimum annual turnover amount not less than 50% of amount put to tender in any one year of the preceding three financial years 2016-17& 2017-18, 2018-19 as on the date of bid opening. If the bidder is participating in more than one package the cumulative amount put to tender of each package will be considered.
- The successful bidder shall guarantee a minimum generation of 5 units per Kwp per day or as per MNRE norms for a minimum of 300 days in a calendar year failing which penalty on the generation shortfall units at 2 times the Solar tariff applicable for Roof top and Small solar PV Plants as notified KERC will be levied, if short fall is because of the defective components
