Bihar State Power Generation Company Limited (BSPGCL), on behalf of SBPDCL/NBPDCL, has released a Request for Proposals (RFP) seeking Solar Power Developers (SPDs) for the design, installation, and operation of distributed solar power plants. These plants aim to solarize selected agriculture feeders at the Power Sub-Station (PSS) level in Bihar. The RFP outlines the requirements, guidelines, and timelines for interested bidders.
BSPGCL invites proposals from eligible firms, including individual farmers, cooperatives, and organizations, for the implementation of solar power projects under the Feeder Level Solarization scheme.
The RFP is based on MNRE guidelines for the PM KUSUM Scheme Component-C and aims to facilitate the adoption of renewable energy in Bihar.
Selection of SPDs will be based on the lowest tariff offered for supplying solar power for a period of 25 years, in accordance with MNRE guidelines.
Key timelines include bid submission by April 5, 2024, and the opening of techno-commercial and financial bids on the same day.
Bid security (EMD) of INR 1,00,000/- (Rupees One Lakh only) per MW.
Financial assistance, including CFA (Capital Funding Assistance) at 30% of the estimated project cost and additional support from the State Government, will be provided to selected developers to incentivize participation.
The estimated project cost is Rs. 3.5 Cr/MW, with CFA amounting to Rs. 1.05 Cr/MW from MNRE and an additional Rs. 0.45 Cr/MW from the State Government, totaling Rs. 1.50 Cr/MW.
Solar power projects will primarily be installed on barren or uncultivable land, with provisions for installation on agricultural land while minimizing disruption to farming activities.
