Dakshin Haryana Bijli Vitran Nigam Limited (DHBVN) is extending an invitation for interested farmers, farmer groups, Panchayats, cooperatives, Farmer Producer Organizations (FPOs), and Water User Associations (WUAs) to partake in a walk-in application process. The initiative aims to facilitate the installation of decentralized grid-connected solar PV power plants in rural areas. These plants, ranging from 500 kW to 2 MW in capacity, will be linked to designated substations. Farmers can leverage barren or uncultivable land for this purpose, with preference accorded to individual farmers. The solar power generated will be procured by Haryana Power Purchase Centre (HPPC) at a fixed tariff for a period of 25 years.
This tender is issued under the MNRE scheme known as Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM-KUSUM). Under Component-A of this scheme, the Ministry of New & Renewable Energy (MNRE), Government of India, has initiated the development of decentralized solar power plants ranging from 500 kW to 2 MW in capacity.

- Eligibility: Open to farmers, farmer groups, Panchayats, cooperatives, FPOs, and WUAs.
- Land Use: Barren, uncultivable, pasture, or marshy land preferred; agricultural land permitted if solar plants are installed in a raised structure.
- Connection: Plants to be linked to 38/11 kV, 66/11 kV, and 132 kV substations.
- Land Requirement: Approximately 4 acres per MW.
- Location: Preferably situated within a 5 km radius of designated substations.
- Application Process: Comprehensive procedure and terms outlined in the bidding document.
- Tariff: Fixed levelized tariff of Rs. 3.11/kWh.
- Letter of Award: Successful applicants will receive LoA from DHBVN.
- Power Purchase Agreement (PPA): Executed with HPPC for a 25-year duration.
- Fees: Application processing fee of Rs. 5000/MW + 18% GST; EMD of Rs. 1 lakh/MW.
- Submission Deadline: Applications must be lodged by 27.03.2024 at the office of SE/Commercial DHBVN.
