The Government of Goa, through the Goa Energy Development Agency (GEDA), has issued an Invitation for Bids (IFB) for the design, engineering, procurement, and installation of a 30 MW (AC) Rooftop Solar PV Plant. The project will be implemented in two phases across identified government buildings in Goa. Bidders are required to participate in the Request for Proposal (RFP) process and submit their bids online through the e-procurement website. The project aims to promote renewable energy adoption, specifically solar power, and offers a comprehensive operation and maintenance contract for 25 years post-commissioning. Bidders must adhere to technical and financial eligibility criteria outlined in the IFB document.
Project Scope: The project encompasses site survey, design, manufacturing, supply, erection, testing, commissioning, and comprehensive operation and maintenance of the rooftop solar PV plant for 25 years.
Tariff Requirements: Bidders must quote tariffs not exceeding Rs. 4.03 per kWh for Phase-I and Rs. 3.95 per kWh for Phase-II. Bids exceeding these tariffs will be rejected.
Minimum Electricity Generation: The successful bidder is obligated to generate a minimum of 1400 kWh per kWp from the solar power plant.
Bid Security: Bidders are required to provide an Earnest Money Deposit (EMD) of ₹50,000,00.00 (Rupees Fifty Lakhs only) as part of the e-bid submission. Tenders without EMD will not be accepted.
Performance Bank Guarantee (PBG): The successful bidder must furnish PBG of ₹20,00,000.00 per MWp after the issuance of Letter of Award (LOA) by GEDA.
Preference to Make in India: In accordance with Ministry of New & Renewable Energy (MNRE) directives, preference will be given to bids with higher local content.
Timeline: The bidding process timeline includes a pre-bid meeting on 26/03/2024, e-bid submission start date on 15/04/2024, and online technical bid opening on 29/04/2024.
Technical Eligibility Criteria: Bidders must demonstrate:
- Experience in grid-connected solar power plants under RESCO mode, meeting capacity thresholds:
- One completed project of at least 80% (24MW) of the estimated work capacity,
- Or two completed projects totaling at least 60% (18MW),
- Or three completed projects totaling at least 40% (12MW).
- Robust technical expertise in installation, testing, and commissioning of solar power plants.
Financial Eligibility Criteria: Bidders must showcase an average annual financial turnover of no less than Rs. 36.00 Crore for the financial years 2021-22 and 2022-23. Exceptions apply for Micro and Small Enterprises / Start-ups, subject to certification by relevant authorities.
