Haryana Govt. issued tender for Grid Connected Rooftop Solar PV Power Plants on the Govt. Buildings.

DNRE is State Nodal department for promotion of grid-connected roof top (GCRT) solar power
projects for Government sector in the State of Haryana. Haryana Government vide notification no. 22/52/2005-5 Power dated 19.12.2017 has made the installation of Solar Power Plant on All Government Buildings mandatory having sanctioned load above 30 KW.

Further, the Standing Finance Committee (SFC)-C has accorded its approval for installation of the projects in Government buildings under RESCO model. A RESCO is a company which provides electricity to the consumer from Solar Power plant. There is no investment of Government office for installation of the solar power plant under this arrangement and all the investment related to installation, repair & maintenance etc is to be done by the RESCO supplier and Government department has to provide rooftop space only.

RESCO Company shall recover the project cost by selling power to the concerned Government Department for a period of 25 years on a fixed levellized tariff per unit. The generated solar power will be utilized for captive consumption under the Net Metering Regulations notified by the Haryana Electricity Regularity Commission (HERC) vide notification no. HERC/31/2014 dated 25th November, 2014 & latest amendment vide notification dated 25.10.2019 HERC (Rooftop Solar Grid Interactive Systems based on Net Metering) Regulations, 2019) thereof. It will also helpto reduce electricity bills of concerned building and promote pollution free power thus saving environment.

Eligibility Criteria:

The Bidder should be either a body incorporated in India under the Companies Act,
1956 or 2013 including any amendment thereto or proprietary/partnership firm/LLP.
A copy of certificate of incorporation shall be furnished along with the bid in support
of above.
Bidder should be registered manufacturer or System Integrator. Manufacturer means manufacturer of solar module to be used in the quoted item and having test report of Solar Module in his name issued by any of the BIS /IEC accredited laboratory.
Test Certificates for components (Inverter & Wire for manufacturer and Solar Module, Inverter & Wire for System Integrator) is to be provided at the time of installation of the project.
The bidder should have a valid ISO 9001:2015 Certificate in the field of quoted item and copy of valid ISO 9001:2015 Certificate must be attached with offer.
Bidder should have not been debarred/blacklisted by any Govt. Deptt’s /organization/ PSU’s / institutions/ agencies/ autonomous Organizations.
The Bidder should have valid GST registration certificate and of the billing state and PAN number. A copy of which should be enclosed.
Past performance of the firms shall be considered while evaluating the technical bids. If the bidder has poor record for providing after sales services to the Haryana during last five years than their bid may be rejected out rightly.
Bidder shall submit bids for minimum capacity of 3 MWp (aggregated). Bid with capacity less than 3 MW shall be rejected.
The bidder should have minimum average annual turnover Rs. 2.0Crores/MW in the last three years, ending 31st March of the previous Financial Year duly certified by Charted Accountant.
Bidder should have successfully completed Supply, Installation & Commissioning of Grid Connected Rooftop Solar Power Plants of minimum 40 % (cumulative capacity) of quoted capacity during last three years up to the last date of bid submission form any State / Centre Govt. Agency / Department/ Organization/ autonomous body/ private sector verified by SNA. The list of project commissioned along with the JCRs issued or verified by State Nodal Agencies/ any Govt. Deptt./agency shall be uploaded along with the bid.
The bidder should have positive net worth in the last three years, ending 31st March of the previous Financial Year.
The tariff discovered will be made / valid for one year from the date of issue.
The rates quoted should be inclusive of GST and all other charges etc. (whichever applicable).
Delivery period (includes supply, installation & commissioning):- Three months from the date of placement of work order.
Successful bidder shall entered into a Power Purchase Agreement(PPA) with the Government building owner being consumer (s) for supply of solar power for at least 25years from the date of Commissioning of project. The draft PPA is at Annexure-II.
