In a significant move towards sustainable agriculture, the Rajasthan Horticulture Development Society, under the Department of Horticulture, invites bids for the empanelment of vendors to execute a comprehensive Off-Grid Solar Photovoltaic Water Pumping Systems (SPWPS) project. This initiative falls under Component-B of the PM-KUSUM Scheme of MNRE, aiming to deploy 3, 5, and 7.5 HP capacity systems across the state.

The tender, with the reference number F9(108)CH/SOLAR/PM-KUSUM-3/TENDER/2023-24, encompasses the design, manufacturing, supply, transport, installation, testing, and commissioning of SPWPS. The project also includes a complete system warranty, repair, and maintenance for five years.

Eligibility and Bidding Criteria:
- Companies, partnership firms, registered proprietorship firms, and limited liability partnerships are eligible to bid.
- Consortium bids are permitted, with specific conditions outlined in the tender document.
- Solar PV module, solar controller, and solar pump manufacturers with indigenous technology are encouraged to participate.
- Bidders with EPC/SI experience in similar works and a joint venture with solar PV module or solar pump manufacturers are eligible.
- Financial criteria include an average annual turnover of Rs 30 Cr. in any three financial years of the last five, and net worth as per Format 7.7.
- Bidders must have experience supplying at least 6000 solar pumps/controllers or 28800 kWp solar modules under any state government scheme/MNRE program.
- Manufacturers of Solar PV Modules must be compulsorily registered in the ALMM List.
Submission Details:
- Bid Security (EMD) of Rs 59 Lakhs and Performance Bank Guarantee of Rs 147.00 Lakhs are required.
- Tender fee of Rs 5000 (including GST) in favor of “Member Secretary, RHDS, Jaipur” and Tender Processing Fee of Rs 2500 (plus GST) in favor of “MD, RISL.”

Payment Terms:
- 90% of the value of SPWPS installed & commissioned at the farmer’s site.
- Balance 10% on completion of one month from the date of completion certificate.
