Following the Ministry of New and Renewable Energy’s notification on July 22, 2019, for the PM-KUSUM Scheme’s implementation, TANGEDCO is inviting bids for 420 MW of grid-connected solar PV systems in Tamil Nadu under Component-A.This initiative encourages a wide array of stakeholders, including farmers, cooperatives, and agricultural organizations, to engage in sustainable energy development, underscoring a significant move towards enhancing renewable energy infrastructure within the agricultural sector of Tamil Nadu.
Purpose:
The purpose of this initiative is to procure 420 MW of solar power under the PM-KUSUM (Component-A) scheme.
Bid Qualification Requirements (BQR):
Interested parties, herein referred to as Renewable Power Generators (RPG), must provide the following documents:
- Documentary proof for farmers, groups of farmers, cooperatives, Panchayats, FPOs, and water user associations.
- Scanned registered documents of the land where the project will be established (approximately 3.704 Acres per MW).
- If the tenderer is an independent developer, a scanned copy of the registered lease document of the land and net worth certificate (as per Annexure -V) should be submitted. The net worth of the bidder must be equal to or greater than Rs. 1 Crore per MW of the proposed project capacity. The original net worth certificate must reach the office of the Chief Engineer/NCES, Chennai – 600002 before the due date of opening.
Additional Requirements:
- An RPG may not apply for more than one renewable power plant for a particular sub-station/feeder.
- The bid of an RPG will be disqualified if any of its proprietor/partner/director/member has filed a bid for another RPG for the same sub-station.
Solar Power Plant Specifications:
Renewable Energy Solar-based power plants (REPP) with a capacity ranging from 1MW to 2 MW shall be set up directly by individual farmers, groups of farmers, cooperatives, Panchayats, FPOs, water user associations, or developers on behalf of farmers. The power purchase agreement (PPA) period will be 25 years.
Financial Requirements:
- Earnest Money Deposit (EMD): Rs. 1 Lakh per MW in the form of Bank Guarantee.
- Processing Fee: RPGs shall submit a non-refundable processing fee of Rs. 5000 per MW (or part thereof) plus applicable GST @ 18% in the form of RTGS. Proof of payment must be enclosed along with the bid.
