The Ministry of New and Renewable Energy (MNRE) has assigned THDC India Ltd. (THDCIL) the prestigious task of developing a 2000 MW Solar Park in Uttar Pradesh. To execute this project, a joint venture company, TUSCO Limited, will be formed between THDCIL and Uttar Pradesh New & Renewable Energy Development Agency (UPNEDA). In a bid to expedite the process, UPNEDA, acting on behalf of Uttar Pradesh Power Corporation Ltd (UPPCL), is inviting interested bidders for the online selection of Solar Power Developers (SPDs) for TUSCO Ltd.’s 600 MW Grid-Connected Solar PV Power Project in Jhansi, Uttar Pradesh.
Project Scope:
- Development of a 600 MW grid-connected Solar PV project in Jhansi Solar Park, Uttar Pradesh.
- Build Own Operate (B-O-O) basis for an aggregate capacity of 600 MW.
Power Purchase Agreement (PPA):
- UPPCL will enter into a PPA with the successful bidder for the purchase of Solar Power for a period of 25 years.
Tariff Details:
- Maximum tariff fixed at INR 2.70/kWh for 25 years, inclusive of all statutory taxes, duties, levies, cess as of the last date of bid submission.
Bid Submission:
- Bidders to submit a single tariff applicable for all the 25 years.
- Quantum of Contracted Capacity ranging from 50 MW to 600 MW, quoted in multiples of 50 MW.
Document Fees:
- INR 25,000/+18% GST = INR 29,500.
Document Processing Fee:
- Rs. 5 Lakh + 18% GST for each Project >= 50 MW up to 90 MW.
- Rs. 15 Lakh + 18% GST for each project of 100 MW and above capacity.
- Submission through NEFT/RTGS or DD/Pay Order in favor of “Director, UPNEDA.”
Earnest Money Deposit (EMD):
- INR 9,52,000/MW, to be submitted through Bank Guarantee/POI from REC/IREDA/PFC in favor of UPNEDA.

- Pre-Bid Meeting: 1st April 2024, 11:30 AM.
- Bid Submission Deadline: 8th May 2024.
- e-Reverse Auction (e-RA): Date and time to be communicated via email.
