Bihar Renewable Energy Development Agency Invites Bids for 200 MW Rooftop Solar Power Plants Installation

Bihar Renewable Energy Development Agency (BREDA), under the Energy Department of the Bihar Government, is seeking bids through E-tendering for the installation of grid-connected rooftop solar power plants across various government buildings in Bihar. The project aims to install solar power plants with a cumulative capacity of 200 MW under the CAPEX model.   • The project involves the design, supply, erection, testing, commissioning, and comprehensive operation & maintenance (for five years) of rooftop solar power plants.
  • Interested bidders must submit an Earnest Money Deposit (EMD) of Rs. 1 Crore, payable through Internet Payment Gateway (IPG), Challan, or Bank Guarantee from any Nationalized/Scheduled Commercial Bank.
  • The tender document cost is Rs. 11,800/- inclusive of GST @ 18%.
  • Minimum eligibility criteria include incorporation in India under the Companies Act or registration as a Limited Liability Partnership (LLP), with a minimum quoted capacity of 10 MW and cumulative experience of executing >= 5 MW SPV Solar Power Plant projects in India’s government sector in the last five years.
  • Financial capacity requirements include a Minimum Average Annual Turnover (MAAT) of Rs. 15 Crore in the last three financial years and a line of credit of Rs. 5 Crore earmarked for the project.
  • The size of each project shall range from 01 kWp to 500 kWp for identified locations of government buildings, with a minimum bid capacity of 10 MW.
  • Bidders must strictly adhere to specified formats and submit complete information as required.
  • Joint Ventures (JVs) are permitted, but with specific conditions regarding participation, submission of documents, and fulfillment of eligibility criteria.
