Bihar State Power Generation Company Ltd (BSPGCL) issues a tender for the design, manufacture, supply, installation, and commissioning of 02 MW to 10 MW AC capacity solar PV power project (ground mounted with raised structure over pond) to be constructed under RESCO mode on private pond in the state of Bihar.
Project Scope: The initiative aims to install a total cumulative capacity of 10 MW (AC), supporting Bihar’s commitment to renewable energy in line with the Bihar Policy for Promotion of New and Renewable Energy Sources, 2017.
Technology & Eligibility:
- Projects must be at least 2 MW (AC) and can go up to 10 MW (AC).
- The use of technology-agnostic solar PV modules is mandated to ensure quality performance in high humidity and moisture conditions.
- Recommendations include Mono PERC modules or similar technologies, emphasizing proven design and demonstrated performance.
Technical & Financial Criteria:
- Promote the use of commercially established technologies.
- Bidders must demonstrate prior experience with SPV-based grid-connected power plants of at least 2 MW capacity or have supplied Solar Modules of a minimum 2 MW capacity.
- Positive net worth required as of the last financial year.
- A Minimum Average Annual Turnover of INR 3 Crore/MW during the previous three financial years.
PPA Agreement:
- State DISCOMs (NBPDCL and SBPDCL) will enter into a PPA with the successful bidder for 25 years.
- The tariff quoted by the bidder will be fixed for the entire duration of the PPA.
- The successful bidder will pay service charges to BSPGCL for administrative coordination.
Bidding Details:
- Non-refundable bidding document fee: INR 25,000.00 plus 18% GST.
- Pre-bid conference on 20/02/2024.
- Bid submission deadline: 05/03/2024.
- Bid Security (EMD): INR 5 Lakh/MW.
