REC Power Development and Consultancy Limited has been nominated as one of the Bid Process Coordinator and wishes to invite proposals for setting up of ISTS-connected Solar PV Power Projects located anywhere in India on “Build Own Operate” (B-O-O) basis for an aggregate capacity of 223 MW. NLC Tamilnadu Power Limited (NTPL) shall enter into a Power Purchase Agreement (PPA) with the successful Bidder selected based on this RfS for purchase of Solar Power for a period of 25 years based on the terms, conditions and provisions of the RfS.
Scope of Work
- Selection of Solar Power Developers for setting up of 223 MW ISTS-Connected Solar PV Power Projects in India through Tariff-based Competitive Bidding under Scheme for flexibility in Generation and Scheduling of Thermal/ Hydro Power Stations through bundling with Renewable Energy and Storage Power.
- Land and connectivity shall be in the scope of Solar Power Developer.
Financial Requirements
- Bid Processing Fee:
- Rs. 5 Lakh + 18% GST for projects from 50 MW to 99 MW.
- Rs. 15 Lakh + 18% GST for projects of 100 MW and above.
- Document Fee:
- INR 29,500/- (including GST), non-refundable.
- Earnest Money Deposit (EMD):
- INR 9,00,000/- per MW per project, to be submitted as Bank Guarantee/Payment on Order Instrument.
- Performance Bank Guarantee:
- INR 17,50,000/- per MW, to be submitted within 7 working days prior to signing the PPA.
Technology Selection
- Solar PV technology will be deployed, with flexibility regarding technology choice (e.g., Crystalline Silicon, Thin Film, CPV).
- Only commercially established and operational technologies will be considered.
Project Eligibility
- The tender is open for projects not yet commissioned, with a capacity of up to 223 MW.
- Already commissioned projects are not eligible.
- Projects under construction or not yet commissioned will be considered, provided they are not accepted under any other Central or State Schemes.
Bid Submission
- Bidders may submit a single bid offering a minimum of 50 MW and a maximum of 223 MW.
- Evaluation of bids will follow the methodology described in the Request for Selection (RfS) documents.
Project Location
- Projects can be located anywhere in India.
Maximum Eligibility for Project Capacity Allocation
- Bidders may submit bids for capacities ranging from minimum of 50 MW to maximum of 223 MW.
