Shivamogga city is selected as smart city in second round of Smart City competition. In
this context, Shivamogga City has incorporated a special purpose vehicle (SPV) ‘Shivamogga Smart City Limited’ to plan, design, implement, coordinate and monitor the smart city projects in Shivamogga. The Shivamogga Smart City Limited (“SSCL”) along with Karnataka Niravari Nigama Limited (“KNNL”) (hereinafter referred to as the “Authority” for the purpose of this RFP) intends to use the irrigation canal networks passing through the city for implementaiton of Solar Power Generation plant. In this regard it has decided to develop 25 MW Solar Power Generation Plant on canal top of Upper or Lower Tunga Canal through Public Private Partnership and supply solar power to Mangalore Electricity Supply Company (“MESCOM”) (the “Project”).
The Upper Tunga Canal is used for irrigation purpose. It is running through valley of Gajanur, Shivamogga District in Karnataka. Around 12km stretch of Upper Tunga Canal passes through the area covered under Shivamogga City Corporation.
The Bidder shall, as part of its Financial Bid, submit Tariff (as defined in Clause 1.2.5) for
the Project in accordance with this RFP document. The Bidder shall enter into an Agreement with the Authority (hereinafter referred to as the “Project Development and Implementation Agreement”).
For supply of power from the Project, the Bidder shall enter into a Power Purchase Agreement with Mangalore Electricity Supply Company (“MESCOM”) (hereinafter referred to as the “Power Purchase Agreement”).
Technical Criteria:
The Bidder / consortium members should have experience of having successfully completed at least ONE Solar power Generation Plant with minimum capacity of 5 MW which include Design, Engineering, Procurement, Construction, Installation, Testing, Commissioning, Operation and Maintenance of the Solar power Generation Plant during the last five years preceding the bid due date.
Or
Should have executed at least one Solar power Generation Plant costing not less than Rs 30 crore in the last five (5) years where the scope of the Bidder involves Design, Engineering, Procurement, Construction, Installation, Testing, Commissioning, Operation and Maintenance.
Financial Criteria:
Net Worth: The ‘Net Worth’ of the Bidder should be at least of Rs. 95 crores per annum in the last two Financial Years and shall be profit-making organization during the last two financial years i.e. 2017-18 and 2018-19.
Turnover: The annual turnover during last five financial years for the Sole Bidder / all the
members of the consortium together should be at least Rs.182.00 Crores per annum. The Bidder should submit a summarized sheet of turnover of last five financial Years certified by the statutory auditor with Key Submissions (in case of a consortium, the document should be submitted for each member).
